Citizen passport of the Republic of Azerbaijan (hereinafter passport) is a document confirming the citizenship and identity of the person carrying it. When the validity period of the passport expires or the pages are full, the citizen must buy a new passport.
According to the Decree No. 686 of the President of the Republic of Azerbaijan dated July 17, 2012, from September 1, 2013, the issuance of new generation biometric passports to the citizens of the Republic of Azerbaijan began. An electronic carrier (chip) is placed in the biometric passport. The name of the Republic of Azerbaijan, state coat of arms, country code, passport type, number, owner's surname, first name, patronymic, citizenship, place and date of birth, gender, individual identification number, blood group, name of the body issuing the passport to the electronic carrier (chip). date, validity period, passport holder's face image and fingerprint are included.
The validity period of the new biometric passport is one (1) year for children under 1 year of age, three (3) years for children from 1 to 3 years of age, five (5) years for children from 3 to 18 years of age, and ten (10) years for persons who have reached the age of 18. 10) is given for an annual period.
Holders of passports with expired or expired passports, persons who have lost their passports abroad or citizens of the Republic of Azerbaijan who wish to purchase a new passport can now apply to the Consular Department of the Embassy for the registration of a new generation biometric passport. The applicant must come to the Embassy in person with the documents compiled in the order according to the relevant rules and the original of the identity card. After receiving a photograph of the face, fingerprints and electronic signature from the citizen in accordance with the requirements of the biometric passport, the documents are sent in electronic form to the Main Passport, Registration and Migration Department of the Ministry of Internal Affairs of the Republic of Azerbaijan.
Documents required to replace an expired passport with full pages through the embassy:
1. Original and copy of pages 2, 3, 4, 5 of expired passport - in 2 copies;
2. A handwritten application for the registration of a citizen's passport in the name of the embassy. The following must be reflected in the application:
a) Citizen's surname, first name, father's name;
b) Residential address and telephone number;
c) How long have you lived in Australia, New Zealand and Fiji and the reason for coming to the country (permanent resident, contract worker, student)
d) The reason for issuing a new citizen's passport (passport expiration, turning 18 years old);
e) whether to leave the citizenship of the Republic of Azerbaijan or whether to apply to leave the citizenship;
3. Color (dull – matte) photo for the passport, 3×4 size - 4 pieces (the name and surname of the person should be written on the back of the photo;
4. Identity card of the citizen (or birth certificate of the Republic of Azerbaijan of a citizen under 15 years of age);
5. Notarized copy of the certificate confirming the person's permanent residence in the country - in 1 copy (only one is certified):
• A citizen who does not have such a certificate must submit a certificate of working or studying in the country;
• There is no need to translate the certificate and reference.
6. Filled application-questionnaire form (Questionnaire must be written accurately and clearly in Azerbaijani language with Latin script);
7. Completed "Registration card of a citizen of the Republic of Azerbaijan permanently living in a foreign country"
8. Fee paid to the bank account of the Embassy in the amount of 25 (twenty-five) US dollars;
9. The fee in the amount of 40 (forty) AZN manats must be paid at the treasury of the Passport and Registration Department of the Ministry of Internal Affairs in Baku;
Note: It is possible to pay the state fee electronically by visiting the official website of the Ministry of Internal Affairs of the Republic of Azerbaijan (www.mia.gov.az) and entering the "Electronic payment of state fees, fines and service fees" box.
Documents required for passport registration for citizens who have turned 18 and are applying for a passport for the first time:
• citizen's handwritten application in the form mentioned above;
• Application-questionnaire form – in 2 copies;
• color frosted (matte) photo – 4 pieces;
• original birth certificate;
• a copy of pages 2, 3, 4, 5 of the passport if it is written in the passport of any of the citizen's parents;
• medical certificate about blood type (this document is not required if an identity card is presented);
• The mentioned requirements regarding the payment of the state fee of 25 USD and 40 AZN;

When a passport is issued to a citizen under the age of 18, in addition to the documents listed above, the following documents must be submitted:
• Medical certificate about blood group (this document is not required if the child's ID card is presented);
• Application-questionnaire form;
• Parents' notarized consent;
• Document confirming the rights of the adopter, guardian or guardian of children deprived of parental care;
• Citizens under the age of 15 are not fingerprinted.
When a citizen loses or damages his/her passport, a relevant certificate is obtained from the police of the area where the passport was lost and he/she applies to the Embassy with an application about the loss of the passport. In these cases (due to the loss or intentional damage of the passport), the citizen must pay a fine in accordance with Article 331 of the Code of Administrative Offenses of the Republic of Azerbaijan.
If the passport is stolen, a relevant certificate should be obtained from the police of the area where the passport was stolen and an appropriate application should be submitted to the Embassy.
Students and citizens of the Republic of Azerbaijan under the age of 35 must submit, in addition to the above-mentioned documents, a document on military service or a certificate on the extension of the term of conscription.
The duration of passport clearance through the embassy is about 3-4 months.
