About issuing a certificate of return to the Republic of Azerbaijan

According to Article 10 of the Migration Code of the Republic of Azerbaijan and in accordance with the "Regulation on the Procedure for Issuing a Certificate of Return to the Republic of Azerbaijan":
lost his passport in a foreign country;
passport stolen or rendered useless;
expired passport;
a minor born in a foreign country or who has reached the age of 18 in a foreign country.
The right to return to the country of a citizen of the Republic of Azerbaijan and a stateless person permanently registered in the Republic of Azerbaijan and their child returning to the Republic of Azerbaijan together with them is carried out on the basis of a certificate of return to the Republic of Azerbaijan.
Certificate of return is an official document confirming the identity of a citizen of the Republic of Azerbaijan and a stateless person living permanently in the Republic of Azerbaijan on legal grounds.
A completed application-questionnaire for obtaining a certificate is submitted to the diplomatic mission or consulate of the Republic of Azerbaijan.
The following documents or their copies must be attached to the application-questionnaire for issuing a certificate:
when the passport becomes invalid or its validity expires - the passport itself;
2 (two) color photos (3x4 cm in size);
one of the following documents with a photo on it - an identity card of a citizen of the Republic of Azerbaijan, a military ticket issued by the Republic of Azerbaijan, a driver's license issued by the Republic of Azerbaijan, or another official document identifying his identity or citizenship;
Birth certificate or identity card of a citizen of the Republic of Azerbaijan who is under the age of 18 traveling together with a citizen of the Republic of Azerbaijan or who has reached the age of 18 in a foreign country;
Other official identity document issued by the Republic of Azerbaijan to a stateless person permanently living in the Republic of Azerbaijan;
Birth certificate of a child under the age of 18 traveling with a stateless person permanently living in the Republic of Azerbaijan or a child who has reached the age of 18 in a foreign country or an official document confirming the identity issued by the Republic of Azerbaijan;
Document on payment of state fee in the amount of 10 (forty) US dollars.
After submission of the specified documents by a citizen of the Republic of Azerbaijan or a stateless person permanently residing in the Republic of Azerbaijan, the Certificate is issued no later than 3 calendar days from the time of registration of the application-questionnaire.
In the absence of relevant documents confirming the identity of a citizen of the Republic of Azerbaijan or a stateless person permanently residing in the Republic of Azerbaijan, the diplomatic mission or consulate of the Republic of Azerbaijan shall, in order to verify the accuracy of the information provided about him/her, through the Ministry of Foreign Affairs of the Republic of Azerbaijan, and in exceptional cases, directly to the State of the Republic of Azerbaijan Sends a request to the Migration Service.
The State Migration Service of the Republic of Azerbaijan conducts relevant checks on the execution of the request within a short period of time (with the condition that it does not exceed 3 working days) and reports the information about the results to the diplomatic representation or consulate of the Republic of Azerbaijan.
When the correctness of the information provided by a citizen of the Republic of Azerbaijan or a stateless person permanently residing in the Republic of Azerbaijan is confirmed, they are issued a Certificate within 3 calendar days. A certificate is issued to a stateless person permanently living in the Republic of Azerbaijan with the consent of the State Migration Service of the Republic of Azerbaijan.
